Is The Democratic Leadership a Group of Wimps or Liars – Or Both?

Democrat Youth Support Dwindling

WASHINGTON — Whither the youth vote? A year after backing Barack Obama by an overwhelming 2-to-1 ratio, young adults are quickly cooling toward Democrats amid dissatisfaction over the lack of change in Washington and an escalating war in Afghanistan.

A study by the Pew Research Center, being released Wednesday, highlights the eroding support from 18-to-29 year olds whose strong turnout in November 2008 was touted by some demographers as the start of a new Democratic movement.

The findings are significant because they offer further proof that the diverse coalition of voters Obama cobbled together in 2008 – including high numbers of first-timers, minorities and youths – are not Democratic Party voters who can necessarily be counted on.

While young adults remain decidedly more liberal, the survey found the Democratic advantage among 18-to-29 year olds has substantially narrowed – from a record 62 percent identifying as Democrat vs. 30 percent for the GOP in 2008, down to 54 percent vs. 40 percent last December. It was the largest percentage point jump in those who identified or leaned Republican among all the voting age groups.

Young adults’ voting enthusiasm also crumbled.

During the presidential election, turnout among 18-to-29 year olds was the highest in years, making up roughly 20 percent of the voters in many states including Virginia and New Jersey, due in part to high participation from young blacks and Hispanics.

That percentage, however, dropped by half for the gubernatorial races in those states last November where Republicans celebrated wins as black groups pushed Obama to do more to soften the economic blow from mortgage foreclosures and Latinos saw little progress on immigration reform. Young adults were also the least likely of any age group to identify themselves as regular voters.

“This is a generation of young adults who made a big splash politically in 2008,” said Paul Taylor, executive vice president of the Pew Research Center and co-author of the report. “But a year and a half later, they show signs of disillusionment with the president – and, perhaps, with politics itself.”

Democrats saw evidence of this last November, when Republicans toppled Democrats from power in governor’s races in New Jersey and Virginia. Young, minority and new voters who Obama pulled into the fold in 2008 didn’t turn out at the same levels for the two Democratic candidates. The same thing happened in the Massachusetts Senate race last month.

The lesson: Neither party has a hold on 18-to-29 year olds. They tend to vote far less than other age groups, yet they have proven to be a powerful constituency if they are persuaded to vote. And that means the race is on by both Republicans and Democrats to make inroads into the next generation of voters.

Analysts say the findings reflect the fast pace at which young voters live their lives, and both parties should take note of their fickleness.

“If you don’t respond to their needs, hopes or dreams quickly, they’re gone,” said Matthew Dowd, an independent political analyst who was a strategist in former President George W. Bush’s 2004 re-election campaign. “They’ll leave the playing field or switch their allegiance.”

“They haven’t become Republicans and they aren’t solid Democrats. They’re just looking for leaders who are where they are and will deliver,” Dowd said. “Both parties have to be cognizant of the volatility of that group.”

According to the Pew survey, large numbers of young adults said they personally liked the president but were dissatisfied with his rate of progress in changing Washington, such as improving the economy and fixing health care. Just 46 percent of 18-to-29 year olds said they believed Obama had changed Washington, compared to 48 percent who said he had not. Only baby boomers were more cynical, with 52 percent saying Obama had not changed the way things work in Washington.

The young adults also were the only age group in which more disapproved than approved of Obama’s handling of the war in Afghanistan. Only 34 percent supported his decision in December to send an additional 30,000 U.S. troops to the region, while 50 percent disapproved.

Still, when asked why Obama hadn’t done more to bring change, young adults were somewhat forgiving, with about 56 percent blaming the president’s opponents and special interests; only 30 percent said Obama was the one at fault for not trying hard enough.

The findings are part of Pew’s broad portrait of the so-called millennial generation, the children of baby boomers who came of age in the new millennium. Demographers believe this generation can reshape U.S. culture and politics because of their demographic size and political outlook.

Making up nearly one-fourth of U.S. voters, 18-to-29 year olds are less religious, more racially diverse and liberal on social issues such as gay rights. They are steeped in digital technology and social media, and are strong believers in the view that the government should do more to solve problems.

Gibbs: The Public Plan Doesn’t Have The Votes 

The White House made it official on Tuesday: the president doesn’t think the votes are there to get a public option passed through reconciliation and consequently won’t make a push to include or pass the provision.

Speaking at the daily briefing, White House Press Secretary Robert Gibbs was asked again why the administration did not include the government-run insurance option in its final health care proposal in light of the fact that 23 Democratic senators signed a letter calling for its passage.

“We have seen obviously that though there are some that are supportive of this, there isn’t enough political support in a majority to get this through,” Gibbs responded. “The president… took the Senate bill as the base and looks forward to discussing consensus ideas on Thursday.”

The remarks were the clearest indication to date that the White House’s vote counters don’t see a viable path to getting the public option into law, even if Senate Democrats use reconciliation — which would have allowed for an up or down vote. The outstanding question for advocates of the proposal remains: How many lawmakers could have been persuaded to vote for the public plan had the White House actually pushed for its passage?

It’s worth recalling, after all, that Sen. Joseph Lieberman (I-Conn.) says he was never approached by the President to discuss the public option. And while administration officials insisted, at the time, that the Senator knew where they stood — implying that there was nothing they could do to move his vote — Obama clearly does carry significant sway in the legislative process. On Monday, Sen. Olympia Snowe (R-Maine) said she decided to support a modest jobs bill only after she met with an administration official and received a phone call from Obama himself.

Meanwhile, the White House message was already being relayed by House Majority Leader Steny Hoyer, who told reporters on Tuesday that President Obama seemed to believe the public plan had no chance in the Senate.

“I was for the public option. I believe the public option does, in fact, provide for — and CBO scores it as — saving money. And to that extent I think it’s a good thing,” said Hoyer. “But I think that it is obviously an item that the president has decided — he was for the public option, as well — is not something that perhaps the Senate can buy.”

The White House obviously has a loser mentality — but America rallies around winners. Polls show that in state after state, voters hate the Senate bill and overwhelmingly want a public option, even if passed with zero Republican votes. More than 50 Senate Democrats and 218 House Democrats were willing to vote for the public option before, and the only way to lose in reconciliation is if losers are leading the fight. That’s why Democrats in Congress should ignore the White House and follow those like Chuck Schumer and Robert Menendez who know that the public option is a political and policy winner.

 

The Real Reason Obama’s Plan Doesn’t Include a Public Option

The reason Robert Gibbs gives for President Obama’s health care plan not including a public option — that despite majority voter support, it can’t get 51 Democratic votes in the Senate — doesn’t hold up. The real reason is that Obama made a backroom deal last summer with the for-profit hospital industry that there would be no meaningful public option.

This is one of the great under-reported stories of the health reform saga. Much has been written about the Obama administration’s deal with big Pharma to continue to block Medicare from negotiating for lower drug prices or to allow consumers to buy cheaper drugs from Canada, in exchange for Pharma running pro-Democratic ads and giving campaign contributions to Democratic candidates. That’s the reason, under pressure from the White House, that Senate Democrats voted down an amendment that would have allowed consumers to buy cheaper drugs from overseas.

But Obama’s deal with the for-profit hospital lobby to insure there would be no public option has, as best I can tell, only been reported in two articles in The New York Times. On August 13, The Times reported that while President Obama had presented himself as “aloof from the legislative fray,” particularly in connection with the public option, “Behind the scenes, however, Mr. Obama and advisors have been…negotiating deals with a degree of cold-eyed political realism potentially at odds with the president’s rhetoric.” One of the deals reported in The Times article was the Pharma deal. The other was a deal with the for-profit hospital lobby to limit its cost reductions to $155 billion over 10 years in exchange for a White House promise that there would be no meaningful public option.

According to The Times:

“Several hospital lobbyists involved in the White House deals said it was understood as a condition of their support that the final legislation would not include a government-run health plan paying-Medicare rates…or controlled by the secretary of health and human services. ‘We have an agreement with the White House that I’m very confident will be seen all the way through conference’, one of the industry lobbyists, Chip Kahn, director of the Federation of American Hospitals, told a Capitol Hill newsletter…Industry lobbyists say they are not worried [about a public option.] ‘We trust the White House,’ Mr. Kahn said.”

Mr. Kahn’s lobbying group, with whom the White House made the deal, represents America’s investor-owned, hospitals whose profits could be diminished by a public option with the negotiating clout to negotiate lower prices. To say that the deal included ensuring that any public option would not be “controlled by the secretary of health and human services” is code for saying it would not be national in scope and would lack negotiating clout–In other words, the Obama administration made a deal that a national public option on day one comparable to Medicare was off the table.

On September 9, a few weeks after The Times reported Obama’s deal to gut the public option, President Obama gave his big health care speech to a Joint Session of Congress. In the speech, Obama said one of the programs he was considering was a “not-for-profit public option available in the insurance exchange.” Supporters of the public option took this as a sign that Obama was on their side.

But Washington insiders noticed that Obama parsed his words very carefully. The New York Times noted that:

“Mr. Obama’s call for a public plan, however, omitted any discussion of what rates it might pay or who might control it…’He worded it really carefully, because he said ‘not for profit’ and he didn’t say it had to be controlled by the government,’ Mr. Kahn [the hospital lobbyist] added. ‘The way he described it, we could support that!”

In other words, Obama signaled the private health care industry that his deal that there would be no meaningful public option still stood.

Throughout the process, the White House has given vague statements supporting the public option — enough to keep liberals and progressive on board — while repeatedly undermining the public option in practice. Jane Hamsher has written a useful timeline of White House efforts to undermine the public option.

There is no evidence that President Obama has ever twisted the arm of a single Senator to support a public option and plenty of evidence that he has assiduously avoided doing so, sending a message to Senators that he doesn’t want a public option. When the Senate passed its version of the health reform bill, the reason the White House gave for there being no public option was that it couldn’t garner 60 votes. But Joe Lieberman, who could have been the 60th vote, insists that the Obama administration never pressured him to support either a public option or a Medicare buy-in. And Sen. Russ Feingold blamed the demise of the public option in the Senate on the White House’s failure to push for it.

Now the White House is saying they’re not including a public option in Obama’s plan because they can’t get even 51 Democratic votes in the Senate. Does anyone really believe that if President Obama really wanted a public option — if he hadn’t dealt the public option away in a backroom deal with the for-profit hospital industry — he couldn’t get 51 out of 59 members of the Senate Democratic caucus to vote for it?

As a long-time supporter of single payer, I’m not the world’s biggest fan of the public option and I’ve written about its limitations in these pages many times, included here. But at this point, when it comes to health care reform, the Democrats face a Hobson’s choice of their own making between two suboptimal alternatives. Either they can use reconciliation to pass a defective health care bill that’s supported by only 1/3 of the voters. Or, as in 1993, they can let health reform die for this year. The first choice means passing an unpopular bill, but at least it would show that when Democrats set out to accomplish something, they actually have the strength to do it. The second choice means admitting that their year-long efforts to pass health reform were a failure.

The most popular aspect of health care reform is the public option, which is supported by nearly 60% of voters while the overall bill is supported by only about 33%. Adding a public option to the final legislation may be the only thing that can boost its popularity among voters.

Will the Obama administration continue to cling to its deal with the for-profit hospital industry to block the public option, even at the price of public support? Or will it finally release at least 51 Democratic Senators to include a public option in the final bill through reconciliation? Its decision may be decisive in determining whether President Obama and a Democratic Congress can govern.

We have had a long hard struggle to find out what would be the BEST! that this congress and the Whitehouse could do to fix our highly dangerous, poor quality, most costly, and MOST! disgraceful healthcare delivery system in the world. It is clear that congress can do much more for the American people than what is proposed so far.

It is clear that congress can pass a strong GOVERNMENT-run public option CHOICE. Available to everyone on day one. Expand Medicare and not levy any new taxes on workers healthcare benefits and plans. LET THIS BE YOUR LINE IN THE SAND!

Lastly, there can be NO! INDIVIDUAL MANDATES without a strong Government-run MEDICARE like Public Option CHOICE. Or the American people WILL! and SHOULD! revolt with an all out CIVIL WAR against congress and this Government.

House and Senate progressives and the tri-caucuses should aggressively push for the inclusion of a strong Public Option, Medicare expansion, and no new taxes on workers healthcare benefits and plans. If the obstructionist kill meaningful healthcare reform, then you should kill this bill. Because it will be far worse than the healthcare disaster we have now. It’s failure will be on the obstructionist heads. And they will be punished and replaced.

WITHOUT A PUBLIC OPTION CHOICE, THIS BILL WILL KILL FAR MORE AMERICANS THAN IT WILL SAVE.

What is proposed in the Senate bill is the worst case scenario for health-care reform. It would shift trillions of taxpayer, public and private dollars into the hands of the private insurance industry (The single most costly, deadly and dangerous product sold in America). And it would compel by law millions of Americans to financially support this oxymoronic criminal enterprise. You cant have a individual MANDATE WITHOUT A STRONG PUBLIC OPTION CHOICE!

You will have NO! realistic way of controlling cost and quality. Cost will continue soaring through the roof bleeding the American people dry, and KILLing our economy. And our quality of healthcare will continue to decline below our current ranking of “WORST! quality of healthcare delivery in the developed World”.

From the very start, the American people have been crystal clear about what they wanted. They wanted a humane single payer system like the rest of the developed world has (HR676). Or at least a humane strong GOVERNMENT-run public option CHOICE!! This is what the American people gave the democrats control of the house, control of the senate, and control of the Whitehouse to do.

Those of you that can, should prepare now to remove every member of congress that fails to support YOUR healthcare reform with a strong Public Option, Medicare expansion, and no new taxes on workers healthcare benefits and plans. Run against them in teams if you have to. But take them out. And replace them with a strong single payer or PRO PUBLIC OPTION CHOICE candidate.

The U.S. and the World have been under a BIOLOGICAL TERROR ATTACK! for over a year now. It is CRITICAL that We The People Of The United States take away control of our healthcare system from the GREED DRIVEN MEDICAL INDUSTRIAL COMPLEX!

A Strong, government-run, MEDICARE like Public Option CHOICE. Available to everyone on day one, with the full unfettered power of the federal government to regulate, negotiate, and control cost and quality. As an American I invite the peoples of the World to help us fix our healthcare crisis. And bring pressure on our government to meet it’s responsibility to protect global security by controlling, and removing the corrupting influence of GREED and the PRIVATE FOR PROFIT motivations from healthcare in the U.S. and around the World.

I call on the governments of the World and the global intelligence community to track down these MASS MURDERERS, and bring them to justice. CONNECT THE DOTS! And be vigilant that they don’t slip in another viral strain on you under the cloak of H1N1 sequestration.

Further, the proposed patent protection on biologic’s must be stripped from the US bill. And greatly shorten/restricted, or abolished completely. This is a grave danger to humanity and global security.

We must be strong and insist that healthcare reform be done right for the American people. Or everyone loose’s.

The medical community must be more vigilant of secondary bacterial infections in the young caused by H1N1. And remember, a viral infection is also a transfer of genetic code to you.
